2018 International Whaling Commission 67 Day 1

A room awaits a meeting
Day 1 of IWC 67 begins with a slow careful explanation of procedures from the Commission Chair Jogi Morishita. Welcome speeches from Brazilian ministers follow and then we start to work through the agenda. The Scientific and Conservation Committee make their reports (in 45 and about 20 minutes, respectively). Resolutions are introduced but not discussed, except for the one concerning governance which is passed by consensus.
